Now, click File > New. Then, you have to type in on width and height 513 or whatever, just the. Same. Numbers. What I do is make a perfect gray (999999) and color it all in with full bucket. Then click brush and fiddle around with it. Anyways complete black = lowest part of the map, white = highest part of the map AND gray meaning everything else. You can switch through shades of those colors, tried it, works goooood. And then, just picture it, how you want yo' map to look like. AND VOILA 8D!

You do it with GIMP or Photo shop.

As I explained it to FF here, you set your default color to black, then go to the color panel. Set the Value (V) plane to either 20 or 50, depending on if you want really tall hills/mountains or really really deep water. (20 is generally good though) you fill your entire canvas with that color. That will be a flat plain for you height map. You can then dig out sections or raise the ground in areas if you want by painting sections of a different value. The key to this however is to remember that the darker the color the lower that part of the height map with be, the lighter the higher it will be. Black being rock bottom and white being the very top.

Hmm... PS must call it something different then. Do you have a black and white only scale?

Or can you choose a completely black color and alter the brightness/whateveryoucallit til it becomes white?
